Solution:

Certain TimeVue installations on Windows XP are known to encounter this issue. To remove the black bars, follow the steps below.

1. Close TimeVue
2. Right-click on the TimeVue short-cut icon on your desktop.
3. Choose Properties.
4. Click on Compatibility.
5. Mark the checkbox to Disable Visual Themes.
6. Click OK.

These steps will alter the appearance of TimeVue slightly, but should not affect the functionality of program.
